A bug in repo browser

Hi devs,

While browsing the sample merge tracking repository available from
http://merge-tracking.open.collab.net/files/documents/147/259/mergetracking.
dump, I observed the following behaviour:

1. Create repository from the above dump
2. Open repo-browser on it using the file:/// protocol
3. Open revision graph for /trunk

- the "Go Offline?" dialog is shown, which is strange, since the repo is
local
- the dialog goes to background after being shown for about one second,
which is confusing
- if you select "Don't go offline", you get error "no such revision 18" and
no graph
- if you select "Offline for now", the graph is shown correctly (largest
revision = 17)

Using TSVN 1.4.99, build 11898 on Windows XP SP2.
