Icon overlays - new rules?

Hi Stefan,

Now that we are using TortoiseOverlays.dll do the old rules about not
loading some of the overlays if there are not enough slots still apply
(eg. if the user has a version of TCVS which doesn't use
TortoiseOverlays).

Do the fallback conditions still apply, ie. if there is no Deleted
icon, does TSVN still revert to Modified?

BTW on the overlays settings page, the 2 new checkboxes have no tooltips yet.
