Canibalizing of overlay icons

TortoiseSVN <http://tortoisesvn.net/> tries to be a good citizen with
respect to overlay icons.

The overlay icons for TSVN and THG provide very similar functionality, so it
might be possible to share icons instead of cannibalizing each other.

One way to do this could be to have a common dll "tortoise-icons.dll" that
would register overlay icons on behalf of all tortoises.

It sounds a good idea in my ears, but maybe I'm wrong?
What effort would be required for this change?
