I downloaded TortoiseSVN-1.4.99.11575-dev-win32-svn-1.5.0dev.msi from the latest, and it works as expected with
http-auth-types = basic.
Now I can give my colleague the option of staying on 1.3 (and wait for 1.5 release) and using this nightly build.
