I normally browse with single pane explorer and do not experience the
problem, on Win2K.
However in the dual pane explorer view, tree to the left, selected
folder on the right and right click on whitespace induces the problem.

Menu words gone, images OK and TortoiseProc responds correctly according
to the icon.
r11405 and r11507 behave the same.

Running fully patched stock standard Win2k on C: drive VMWare 5.5.
TSVN installed on D: drive, as it has been for long time.

Been doing full un-install before re-install to overcome that vagrant
dll problem.
