TSVN Blame on copied files

Hi,

Whenever I show blame for a file that has been moved/copied, all lines
that predate the move are shown as changed in the revision where the
move occurred. Thus the move obscures all earlier history.

I've determined that this only occurs when the parameter
'include_merged_revisions' is given as 'true' to svn_client_blame4(). Is
this an intended effect of this parameter? I suppose that the merge info
in my repository may be incomplete, as the repo was started before merge
tracking existed. Could this account for the problem?
If this is widespread, it would be more sensible to have TSVN pass the
parameter as 'false', or perhaps introduce a way to control this option
in the UI.
