Attached is a test repository. To reproduce:

1) Checkout 'trunk' from test repo.
2) Try to merge 'branches/b1', shift-selecting both revisions from the
log dialog.
Tortoise fills 'revision range' field with '7,5' which is backwards, but,
as you said, it actually does not matter, as both '7,5' and '5,7'
seem to produce identical
bogus conflict.
The workaround is to manually enter '5-7' as a range.
