The help isn't yet fully updated.

The "Test merge" button does what it says: it tests the merge
(previously called "Dry run"), but it doesn't actually *do* the merge.

The "only record the merge" checkbox makes the merge execute, but not
change any files. The merge is recorded only by modifying the svn:merge
property according to the merged revisions, and the merge db on the
server. But no files/folders are changed.
This can be used to 'block' certain revisions from getting merged.
