On the one hand, from my svn admin perspective, I think this makes
sense: It unclutters the submenu somewhat, and on the several occasions
that people here have needed a relocate I sent an email with explicit
instructions on exactly what to do. IOW, people don't go randomly using
the relocate command, it is a well-controlled thing.

On the other hand, for the stand-alone/small-team user without a
specific admin telling him what to do, having that option hidden unless
you know the magic shift-click, may be troublesome.

Would a "Working Copy Administration" (okay, wordy name) submenu, with
"SVN Cleanup" and "SVN Relocate" be better?
