Create patch dialog: initial directory per working copy

Hi

When using the Create patch facility, the initial directory of the Save As
dialog is the last one used. This is not intuitive when working on multiple
projects in svn.

Personally, I'd like the default directory to be the current directory (i.e.
the directory which contains the file/s being used to create the patch). But
I'm guessing people generally have a patches directory? So the last one used
might be more appropriate but it should definitely be on a per working copy
basis.

If it is implemented this way, and a working copy has not yet had a patch
created, it should default to the root of the working copy.
