Thanks for your work.
But, There are problems yet. :)
I tested it for TSVN-1.4.99-r10926-32bits. Nightly build.
The first problem :
1. Clear the “Dialog sizes and positions” data of Settins.
2. Open a commit dialog.
3. Maximize the commit dialog size.
4. Restore the commit dialog size.
5. Move the seperate bar(between “Message” and “Changes made” group box)
to the lowest bottom.
---- there is no limitation.
---- the first problem is occurred.
The second problem :

to the lowest bottom.

6. Move the separate bar to the highest top.

I think there are many patterns for making the problem. ^^;
