No, UAC tries to work around the real problem. It doesn't solve it.
And: it's not really a barrier for bad programs either. See here:

That is why I said *tries*. I really wasn't trying to defend UAC. I was
just trying to explain the "logic" (I'm being generous here) of why being in
the admin group isn't granting permissions. I did suggest turning it off.
