svn mv command

I have noticed that the move operations are not yet supported natively
(I mean, translating them to a "MV" command at the server level) in
TortoiseSVN. Similar matter happens with the "Rename" operation (it uses
delete+create instead of "mv").

Are these features being already developed? Are they planned for a near
release? I ask it because I am just thinking about giving a bounty for
someone to develop these features, so, here are my questions:

a) Are these feature requests placed in any bug tracking system
installed for TortoiseSVN? Which issue numbers does they have?

b) In which programming language is made TortoiseSVN? Is there a
document suited for any developer who wants to start hacking into it?

c) What amount of money would you think that is suitable for each of the
tasks?
