There's an option to 'recurse into unversioned folders'.

Not necessarily. It usually means that there *never* were any
properties set. And I think it's a little bit inconsistent what
Subversion returns in such situations.

Yes. Because 'normal' means it's versioned. 'no status' usually means
it's not versioned.
