Feature Request: Renaming a file on windows needs to be more helpful

This is probably duplicated a billion times over, but I couldn't find it
after a really quick search; so:

   1. Find a file ('foo.txt')
   2. Right click
   3. SVN rename ('Foo.txt')

Expected:

   - TortoiseSVN does what I tell it locallyu.
   - Failing that try to rename remotely as if I had browsed the repo and
   renamed it. (Right click, browse repo, select file, rename remotely, enter
   commit message).
   - Failing both steps; the error dialog should unambiguously tell me
   how to fix this problem or provide me a direct link (URL) to the
   documentation in question.

Actual:

   - TortoiseSVN / SVN can't handle renaming a file to its own name with
   only case changes.
   - a mildly helpful error dialog appears telling me to look at the
   documentation.
