"Externals" functionality is controlled by SVN so maybe on the dev list
for Subversion.

Thinking about it, files don't exist in isolation, they reside in a
folder so you are stuck with that. However SVN 1.5 has introduced Sparse
Directories which is a client side operation so have a look at that in
the documentation to see if that might suite your purpose.
