BUG: TortoiseMerge option "Ignore Case Changes" does not work

While some may claim this option is doing what it's supposed to, I am
reporting it as a bug because it's behavior does not really match what
the help file says, and it is pretty useless as is.

Currently, if checked, this option does nothing more than make case-only
changes a little less noticeable visually. Advancing through the
changes (next/previous) still stops at lines that differ only by case.
I'm not sure how this is helpful, really.

If TortoiseMerge is able to recognize lines that have only changes in
case, why can't it also skip over them when going to previous/next
change?
