I know this message too good. I get it whenever I try to checkou
something from a remote repository on the internet.
The reason is that out IT department uses a proxy which is not fully
transparent. It does not support the additional http methods that
subversion requires to checkout from a repository.

It seems you have installed the cygwin version of the svn command line
client. If you want a command line client in addition to TortoiseSVN,
you should get the WIN32 version directly from
http://subversion.tigris.org
