I have no 'special Downloading rights' and I am behind firewall and
transparent ("SVN-aware") proxy AND I can checkout just fine.

There is no 'svn' binary distributed with TSVN.

That's strange - the latest SVN Win32 binary distribution is linked
against libdb44.dll, so yours should be some kind of non-native,
cygwin binary... Or a very old Win32 SVN distribution I've never
encountered. Please upgrade and try to checkout with the command-line
tool.

What version of SVN and TSVN you have? Could you upgrade to the latest
stable version and try again?
