Same problem with the nightly.
tested version: 1.4.3 Build 9031 2007/03/22

What test did I run?
1) do an update of my project, while my laptop can not reach server
(not connected to a network).

result
=====
-for 15 minutes, tortoise is running. TSVNCache.exe uses between
20-60% of the cpu.
-then tortoise gives a message that it failed (ofcourse, as it
couldn't find server).
-then even when tortoise window is closed, TSVNCache.exe keeps using
100% cpu. (continously).
Only manually killing the TSVNCache.exe program fixes it.
