feature request

In case you did not receive my earlier email ...

I would like TSVN to provide a configuration option that controls
whether the commit dialog requires a log message. Currently, it is all
to easy, especially when you are hurried or tired, to forget to enter a
log message. And though you can update a log message post-facto, doing
so is neither easy nor obvious.
