TortoiseBlame uses the font which is selected in TortoiseMerge, even if
you uses an external diff tool. So please check the TortoiseMerge
settings and make sure that a Japanese font is selected. The default is
"Courier New" which can't show Japanese characters.

If this issue is not only for Japanese, it might worth to be a FAQ.
