LogMinSize Feature Request

Hi!
 
Is it possible to add something like the attached changes?
 
With this changes it would be possible to rollout(via Domain) a company-wide
setting for a LogMinSize.
 
I know there is a property tsvn:LogMinSize that can be set for each folder,
but that is not very practical because if a new folder is created I have to
set the property again for that folder.
I know that TortoiseSVN scans the parent folders for properties. I could set
the property on the root-folder of the repository, but not everybody has a
working copy of the whole repository.
 
I couldn't test if this actually works because it seems I have not the
environment to build TortoiseSVN. To be honest, I didn't spend much time to
get it running.
 
If there is another way to set a LogMinSize for all my repositories once and
for all then let me know.
