Changelists in Add dialog

Changelists are displayed in Add (and also Resolved and other) dialogs
using common file list control.

It seems to me that there is no point in changelists in Add dialog,
since newly added files are by definition not in any changelist yet.
Or am I missing some case here?

OTOH, I think changelists in Resolved dialog are fine, since they may
sometimes convey additional information.
