I seem to remember a long debate on the svn list, and the concensus at
the end was that strictly speaking you should only update the copyright
when the file content changes. You can't change the copyright on a book
one each print run.

That said, remembering to update the copyright could be a pain too. I
suppose it might be possible to use the svn:keywords feature so that the
copyright year is marked as the last commit date, but it would give not
only year but day/month/hour/minute/second.
