From a use perspective it is not quite the same case. When commiting in your
scenario the user knows he is committing a directory. In TortoiseSVN he
called "Commit" on a directory but the commit dialog makes it look like he
is selecting single files. He doesn't know when a commit will be done
recursive and when not.

Ok, let's leave it like it is for the time being and wait for the subversion
libraries to also support the non-recursive commit in their usual high
quality.
