icon cache tool showing green check overlay on non svn files

I've just upgraded to 1.4.0.7051 and am seeing some icon cache problems.

When using the new (much faster) out of process scanner all files are
sometimes marked as updated - even ones that are not even under version
control. I have not been able to understand the exact steps that lead
to the problem, but it happens quite a bit. (At least 5 times in the
last 2 days)

Maybe the problem is exaggerated because my checkouts are on a networked
drive.

I think the default state should follow this algorithm when deciding
what to overlay. I should fall through to the next choice if the
current one is not available.

1) the fresh cached state
2) the stale cached state
3) no overlay

I've tried making a fresh checkout to see if that was the problem, but
it did not resolve the trouble.
