I don't get that error, but I'm using poEdit 1.3.4. Be aware that poEdit
calls the getttext tools like msgmerge (installed with poEdit) behind the
scenes. I also have dxgettext installed, which comes with a different,
usually newer version of msgmerge. Maybe that is the reason.

Do you get an error when you call msgmerge from the command line?

"msgmerge TortoiseSVN_zh_CN.po TortoiseSVN.pot -v -o xx.po" I get two
warnings about invalid multibyte sequences, but no error.

I will install poEdit 1.3.5 on my Laptop and see if I get the same error as
you.
