hi, I want to translate TortoiseSVN Doc into chinese.

Hi, I'm the Simplied Chinese coordiator of the book
'Version Control with Subversion', we have much experience
in translate Subversion related articles. A lot people
want me to organize some people to tranlate the
TortoiseSVN doc, so I want to get the translation commit
privilege.
