If I understand correctly, Maurice wants to have that in the top-level *only*
for needs-lock files and in the submenu for other files.

Therefore this request makes sense to me, because on a needs-lock file getting a
lock is really the most used function.

If this should really be configurable, we would need to make it editable for
files in any status. Sounds like a big change for me.
Maybe the current layout in the configuration dialog can be extended:

Action normal modified needs-lock ...
--------------------------------------------------------------
Commit [ ] [ ] [ ]
Update [ ] [ ] [ ]
Get Lock [x] [x] [ ]
Release Lock [x] [x] [ ]
...

(I hope you can see my intention)

Maybe a big change and I don't know if something like this would be useful for
everyone and if it is worth the effort.
