It's a psychological thing. You want to minimize the appearance of a
buggy product. See? We only did 54 revisions this month compared to 78
last month - our product is becoming significantly less buggy because
the number of revisions is lower. Or that's the mentality even though
it won't be stated directly.

However, that logic makes no sense despite the fact that it IS the
mentality. Social and peer pressure are probably the biggest factors
involved and those are hard to overcome.
