TSVN 1.3.x has SSPI disabled because of those bugs in neon. But TSVN
1.4.x has it enabled. You can try the RC1 of version 1.4.0 if you like,
but make *sure* you read the release notes first! (I'm not joking here,
it's really important to read those):
