No, I use subversion/tsvn for three Delphi projects now.

When I kill the program, it launches itself again (when I access certain
  files I think, but that's normal imho).
When it starts, tsvn acts exactly the same.

It doesn't seem to have any network communication.

Do you have some debug build to discover the problem?
