How do you delete it from the dialog? With the 'delete' command?
When you revert a deletion, then the file gets the status 'normal' already.

If a file is switched, reverting doesn't remove the switched state. It
will still be switched.

I don't know what you did, but having switched files in a working copy
is very rare, and only happens if you explicitly switch them.
