Why would you want to do that? The svn client automatically updates a
1.3 working copy to 1.4.

The only problem there is (and I guess that's what Eric is talking
about), is that you can't access a 1.4 working copy with the 1.3
command-line client, so if you need that then you'll have to wait till
the official 1.4 release. Or build the svn command-line client yourself
of course.
