TSVN 1.4 (trunk) works just fine without SVN1.4 installed. Remember that
TSVN includes the subversion libraries - it doesn't need the command
line client.

pre-1.4 WCs will be upgraded to 1.4 automatically as they are used - you
do not need a fresh checkout. The one downside is that a 1.4 WC will no
longer work with pre-1.3 clients including the current svn command line
client.

The TSVN nightly build site includes a Windows binary of the 1.4.x
subversion command line client, which Stefan builds along with TSVN
binaries. Maybe we should offer that as a companion to the 1.4.0RC1
download.
