The Delphi .dof file doesn't change at each project build, unless you
let Delphi auto-increment the build number, which I think is a bad idea.

I solved this particular issue by manually adding version and icon
resources to the Delphi project. I could explain it to you if you want
to know. I think I have also posted instructions on how to do this on
the (T)SVN mailing list some time ago.
