I only install the 'latest' nightlies, so I haven't worked with a 1.3.x
release for ages. I guess that many here on the dev list are doing the same.
Perhaps that's a reason why the test exposure for 1.3.x is not as high as
expected. I'd suggest to upload release candidates to sourceforge, not to
mapcar and annouce the RCs everywhere we can.
