It's a bug. But we won't fix it (don't worry, see below).

In TSVN 1.4.0 (release date not yet set), it will work. That's because
it is linked against Subversion 1.4 which has a new API to do exactly
that. So we don't have to parse the unified diff anymore which (as you
noticed) isn't very reliable.

I'd say this here would be more honest:
We don't know how to use the security and encryption features of our
e-mail server. We are so confused that we cannot even be certain that
this e-mail was delivered to the proper person. So, if you received this
e-mail because of our incompetence, please delete it and notify us as
soon as possible. Notice that this is being written in the most scary
legalistic way, so no one notices how incompetent we are.

"may be unlawful" is wrong. It's perfectly legal to do anything that is
sent to you.
