Lock overlay only shows for file I have locked

It would be best if I could see the "lock" icon overlay not only for the
files I have locked, but the files others have locked as well. Files
others have locked show up as locked in the Repo-Browser but show simply
as "needs-lock" read only "gray check" files once I have them checked out
and viewed in the Windows Explorer. I only find out they are locked once I
try to lock a file myself, and I get the error telling me someone else
holds the lock.

This is either a bug or a feature request depending on if you intended it
to function this way. It seems like a bug to me.
