SubWCRev problem with 1.3.4

There seems to be a bug introduced into SubWCRev with this version as
prior to upgrading I wasn't having any problems with it.

I use the program in a Build script with VS studio to grab the SVN
repository version to add into my build information. With 1.3.4 the
program is returning it can't open the projects .ncb file because
it's in use. With 1.3.3 it didn't give this error and would generate
the version now it reports that error and won't.
The ncb file isn't added to the repository so I'm not sure why it
would be checking it. I tried to ignore all .ncb files and it didn't
help and tried to ignore the specific one as well which didn't help.
