What properties do you have set on that file? And what are the values of
those properties?

Of course not. Even the cache doesn't report problems (it just does and
equivalent 'svn st -v' on that directory over and over again).

Seems that this would be a different problem. Yuck! Yet another one...

Please get filemon.exe from sysinternals.com, then set the filter to
TSVNCache.exe and watch which files the cache accesses.
