If the installer needs an msi file to complete the uninstall, then
your installation is somehow corrupt. This could indicate a bad sector
in your windows folder, because windows keeps a 'small copy' of all
msi's so it can uninstall them properly. I recommend you do a chkdsk
soon.

Other than that: simply delete the TSVN installation folder, then use
this tool from MS:
http://support.microsoft.com/default.aspx?kbid=290301
to get rid of the app completely. Then install the new version.
