Everything you need for translations is explained on our website:
http://tortoisesvn.sourceforge.net/translation_instructions

The file trunk\Languages\Languages.txt is for us developers only. We
need that for building the language pack installers and our build
scripts. You as a translator won't have to touch this file at all,
that's why there's only some comments in it about how to handle that
file, not how to do a translation.

I hope the instructions on the website are ok for you. If you have any
questions, just ask.
