tsvncache and open file handles.

  I Reported earlier[*] that we had problems with tsvncache keeping extraneous
file handles which prevented directory renames, deletes (for example in
svn:externals updates).

  These problems seems gone in 6534. Thanks.

  Any plans for a new release from the 1.3.x branch?
