Just double checked, no scroll bar, only the one line.

I can send you a screenshot, but trust me, it's not there.

Fair enough, its not a big deal, and it looks like the issue is with
the svnserve authz file, there's a followup post on the svn users list

I tried and failed to get TortoiseSVN to not display other sorts
of error messages related to svnserve. Each time it displays
the correct message; username not found, password incorrect.

I presume svnserve is just dumping to stderr, so why this isn't
working in TortoiseSVN for this instance seems odd.

svnserve -d -r \path\to\svnroot isn't too painful ;-)
