I see it, but I'm "Observer", "Mailing List Manager" and
"'tortoisesvn.Translator" so probably the visibility of this mailing
list depends on your relation to the project. Try to become an
"Observer" and open that page again just for test.

However send a message to the following address to subscribe -
"commits-subscribe@tortoisesvn.tigris.org".
