Have you read the FAQ about the windows-imposed hard limit on the number of overlay icons?

Having said that, I must wonder; Would it be possible to dynamically allocate and deallocate overlay icon slots?
I mean, if you have plenty of overlay icon slots free (when the need for a specific overlay icon arises) would it not make sense to grab another free slot and use it to display the information, or do you have to allocate the slots all at once?
