We do something similar. subwcrev.exe is added to our svn repo and
checked out as an external when you check out a project.

We do this because it makes setting up a build environment much easier
if most (apart from the IDE) tools are checked out along with the project.

We have multiple instruemnts we build at work and different software to
control each system and each project has different requirements, so
using externals to drag in all required tools is easier than trying to
manually install all dependencies.

But we just have to manage this problem by upgrading SubWCRev in an the
external repo but that does mean re-tagging old releases if we need to
go back to them.
