The use of specific versions of tools started with the build tools.
I.e. if we release a version build with compiler version 1.0 and later
we upgrade the compiler to v2.0 we install it next to the old version.
So if we would release a bugfix release we would not suddenly use
version 2.0 of the compiler.

This approach was also used on the SubWCRev because it also determines
the build output.
